Active Black Country require an external consultancy to complete an independent review of Active Black Country Governance Framework and identify areas for improvement.

Introduction
Active Black Country (ABC) is the Active Partnership, operating as the strategic lead for Sport and Physical Activity across the Black Country region. ABC is hosted by the Black Country Consortium (BCC Ltd) as its accountable body and employer. As a not for profit Company, limited by guarantee, BCC Ltd is a small, multi-disciplined team working to promote economic prosperity, health and well-being in the Black Country.

The partnership’s ambition is to ‘create an active healthy region’ and enable our 318,000 inactive residents to be physically active. The partnerships enabling role is to understand the regions communities and people, connect and collaborate to align strategic priorities and influence policy, interventions and investment to get more residents active and realising the benefits of an active lifestyle.

Active Black Country understands that the scale and complexity of the challenge across the Black Country is significant and recognise we have to tackle the challenge through building a collective approach, realised through shared agendas, to create change at all levels and across many sectors.

We are clear about our role as an ‘enabling’ organisation, performing in a strategic role, facilitating effective and deep collaboration between the four local authorities, communities and other identified stakeholders.

We co-ordinate joint working, where it adds most value, to tackle issues and contribute to better outcomes for Black Country stakeholders and communities. Central to our approach is ensuring we provide robust, transparent and accountable governance to ensure we work openly and equitably across the sector within the Black Country and contribute to National strategic objectives and best practice.


Governance Background
In 2017 Active Black Country commissioned, via host Black Country Consortium Limited, an independent review of the partnerships Governance.

The commission resulted in significant amends to the partnerships governance and informed Active Black Country’s assessment against the UK Code of Governance for Sport, which subsequently took place in 2017. The partnership was compliant against tier 3 of the code; the code requires an independent health check of the partnerships governance to be undertaken every 4 years.

Scope

  1. Review the partnerships existing Governance Framework.
  2. Undertake a range of meetings and interviews with Board Members and key stakeholders to Identify key improvement areas.
  3. Act as a critical friend in reviewing the ABC annual review of Hosting Relationship and Consideration of Organisational Status.
  4. Assess compliance with UK Code for Sport Governance code requirements.
  5. Produce an end report including key recommendations.

Expectations

  1. The lead organisation will outline their methodology based on brief purpose and programme of work.
  2. The appointed Consultant will be responsible for producing their own detailed programme for carrying out the project and for completion of stages by key target dates.


Fee quotation
The fee quotation should contain a detailed breakdown of all costs.

The fee quoted should be inclusive of expenses.


Timeline
It is anticipated this piece of work will be undertaken March 2021 – May 2021.


Project Management
The lead Board Member for this piece of work will be Amanda Tomlinson (ABC Chair) supported by Ian Carey (ABC Director) who will provide secretariat and project management support.


Quotes
Quotations should be received by 5th March 2021 and include:

  1. Your methodology setting out understanding of the brief alongside the proposed approach to fulfil the scope of the brief, including specific tasks, timeframe and costing.
  2. Details of key personal including qualifications, specialisms and roles which they will play.
  3. Examples of other similar contracts undertaken by the organisation, including your track record on delivery, and the organisations expertise in undertaking work of this nature.
